Add signals API (#620)

* Add signals API.

Also for Java API make sure we run Serdes in the user handler thread, and not on the state machine thread.

* Fix all the story around thread trampolining, issues and co.
Now the mapped promise will try to resolve in whatever thread they are, and just trampoline back to the core executor when needed (for fail)
