feat(auth): Compose React login flows (#122336)

Composes config bootstrap, email authentication, MFA resumption,
organization selection, focused SSO, social providers, redirects, the
trusted login banner, and the legacy-login escape hatch into the React
login route. Organization 404s fall back through the authenticated
destination, while provider or service failures remain on a retryable
error state to avoid redirect loops.
