ref(tables): add SimpleTable.Error and adopt the shared status rows (#122501)

`SimpleTable.Empty` and `SimpleTable.Loading` already exist and are used
by a bunch of tables. But `SimpleTable.Error` didn't, and was manually
done in a bunch of places. So this PR does that. Yay, deduplication! 🙌
