fix(test): the harness measured cached copies of each screen

Reloading it fetched a new copy of the harness while the iframes served whatever
the browser had kept, so a fix could be deployed, confirmed present on the host,
and the check would still report the old failure. It did exactly that for the
13px dashboard link.

Each frame now carries a stamp for the run.
