[CHA-3267] before_message_send_hook_attempt_timeout_ms in updateApp types (#304)

## Summary
- Add `before_message_send_hook_attempt_timeout_ms` to `updateApp()`
JSON body and to `UpdateAppRequest` / `AppResponseFields` types.
