infra: include compliance tests in pixel inspector CI

Run the compliance suite on the CPU backend
using the same ThorVG revisions built for the sharded pixel comparison.

Export compliance results separately and include them alongside
CPU, GL, and WebGPU results in the aggregated report.

Delegate report export and aggregation to the Pixel Inspector helper
to keep report paths and handling consistent.
