infra/test: migrate unit tests from Catch2 to doctest

Replace the vendored Catch2 header with doctest 2.5.3.
Preserve existing test cases through a compatibility header for
tagged test cases and approximate comparisons.

Enable doctest's no-exception assertion mode to retain the
current test build configuration.
