[Refactor] Remove obsolete compiler and runtime paths (#3086)
Remove an unconsumed cluster-planning pass, duplicate sparse GEMM and fast-math implementations, the unused JIT environment module, and the superseded autotuner timeout machinery. Document and test the surviving portable timeout behavior.
