CI: replace ofed_info with native package manager query

ofed_scripts (including ofed_info) is removed from DOCA-Host in DOCA 4.0
(Nov/2026) per NVIDIA change notice NW-SW-4759377. Switch check_machine()
and the bug report template to query doca-networking/doca-devel via apt/yum,
which covers both host and BlueField nodes.
