[CI][BugFix][MRV2]Down the accptance of dspark (#14890)

### What this PR does / why we need it?
The acceptance rates varied significantly across different machines on
our CI platform. To avoid occasional accuracy issues, we slightly
lowered the acceptance rate.

### Does this PR introduce _any_ user-facing change?
N/A

### How was this patch tested?
CI passed with new added/existing test.
