[Refactor][Device][3/N] Migrate core runtime selection to hardware profiles (#14076)

### What this PR does / why we need it?

Introduces the hardware capabilities and policies required by this
module,
and migrates the corresponding device-specific branches to hardware
profiles.

This keeps capability definitions close to their first consumers instead
of
declaring all future hardware capabilities upfront.

### Does this PR introduce *any* user-facing change?

No. Existing hardware behavior is preserved.

### How was this patch tested?
