Refresh contracts for current shared cache and MTP owners

Update source-contract tests for the shared native-MTP/cache launch builders,
SSD-only companion defaults, native Dots3 media IDs, media-tail fail-closed
admission, current cache telemetry labels, and current release fixtures.
Record the remaining bundled-runtime and stale proof-artifact blockers in the
private ledger.
