dinero-(pxeth): fall back to on-chain apxETH rate when their api returns NaN (#2878)

* dinero: fall back to on-chain apxETH rate when their api returns NaN

* guard null/empty api values and zero pricePerShare

* unexclude dinero-(pxeth) now that apy has an on-chain source

* drop the api and resolve apxeth apy on-chain only

* dinero: move lookback back to 30d

* dinero: convert apxeth shares to assets for tvl
