open_ai: Recommend GPT-5.6 Sol (#62417)

Recommends GPT-5.6 Sol for both OpenAI BYOK and OpenAI subscription.
Also unifies the naming so that we use the same OpenAI model names for
the Zed/OpenAI BYOK and OpenAI subscription providers.
