Bring back semantic search UI (#3623)

- [x] Add "Include ignored" to filters
- [x] There seems to be a bug (seemingly unrelated to this PR) where we
reindex the project on each launch. Edit: Seems to be the case on Zed1
as well if the indexing is interrupted.
