Revert unintended `Cargo.lock` changes (#26830)

This PR reverts some of the changes made to `Cargo.lock` in #25702. In
that PR, several crate versions were unintentionally downgraded,
including `aws-lc-rs`, which has caused release builds to fail on
Windows again.
