Enable `clippy::borrow_deref_ref` (#8894)

This PR enables the
[`clippy::borrow_deref_ref`](https://rust-lang.github.io/rust-clippy/master/index.html#/borrow_deref_ref)
rule and fixes the outstanding violations.
