Extract `PromptLibrary` to `prompt_library` (#23285)

This PR extracts the `PromptLibrary` out of the `assistant` crate and
moves it to the `prompt_library` crate.

The `PromptLibrary` is now decoupled from the specifics of the
`AssistantPanel` and `InlineAssistant`.
