extensions_ui: Suggest windows-batch extension for Batch files (#62363)

# Objective

Follow-up to zed-industries/extensions#7062.

## Solution

Add `("windows-batch", &["bat", "cmd"])` to
`SUGGESTIONS_BY_EXTENSION_ID`
