title_bar: Factor out collab-related code into `collab` module (#13957)

This PR refactors the `TitleBar` component to move all of the
collab-related code into the `collab` module.

This simplifies the top-level `Render` implementation of `TitleBar` by a
lot and makes it easier to read.
