Use Dependabot to bump the devcontainer tag

Add a Dockerfile that uses the Dev Container as the base, so Dependabot
will create a pull request when there's a new tag. When Dependabot opens
a pull request, run a GitHub action editing the
`.devcontainer/devcontainer.json` file, pointing to the updated version.
