feat(i18n): add Hindi (hi) locale — 24th language support (#3986)

* feat(i18n): add Hindi (hi) locale — 15th language support

* fix(i18n): replace hi.d.ts with standard 2-line stub to match other locales

* fix(i18n): complete Hindi locale integration

* fix(i18n): hi.json en-parity + README count + typo fixes

- Strip 178 phantom keys absent from en.json and all 23 other locales
  (hallucinated during translation); hi.json now exactly mirrors en (2396 keys)
- Translate 12 consumerPrices World-tab keys (#3985, picked up via rebase)
- Fix ग्लोबिल → ग्लोबल typo in shell.documentTitle/metaDescription
- Add World/IMF WEO bullet to consumerPrices.infoTooltip
- Bump README '23 languages' → '24' (docs-stats --check gate)

* chore(docs): refresh generated stats
