[codex] fix panel drag reorder semantics (#3941)

* fix panels drag reorder semantics

* test panels drag reorder edge cases

* address greptile P2 nits

- panel-layout: split insert-before vs insert-after no-op guards into
  branch-specific checks so the reachable conditions are explicit
- panel-drag-reorder spec: extract beginDragToPoint / releaseDrag /
  beginDragToPanel primitives so the Escape test reuses the same
  drag sequence as dragPanelToPanel
