Fix resilience reference edition audit artifacts (#3959)

* fix(resilience): pin reference edition audit artifacts

* test(resilience): expand reference-edition sample to 10 countries

Regenerate the 2026 reference-edition manifest (NO, US, TR, YE, CH, AE, IN,
SY, NR, ER) to span balanced high-resilience, large economies, GCC/SWF,
imbalanced conflict states, a greyed microstate, and a low-coverage case.
Sync EXPECTED_COUNTRIES in the recompute test, the README sample list, and
the freeze DEFAULT_COUNTRIES. Generated with --refresh-score-cache so the
pinned production baseline and frozen sliced inputs share one input state;
freeze self-validation and the offline recompute test both pass.

* fix(resilience): address reference-edition review nits

- Hoist capturedAt to script start so the committed manifest timestamp
  reflects the Redis snapshot time, not when post-capture recompute finished.
- Warn when pruneRedisValue's generic countries/byCountry catch-all slices a
  key with no explicit prune branch, so a future unintended slice is auditable.
- Guard the byCountry slice assertion against a vacuous pass on an empty map.
