Fix function calling support for Llama3.3 (#6750)

## Why are these changes needed?
This PR fixes incorrect model metadata for llama3.3.
The function_calling capability was previously set to False, but
[llama3.3 supports function
calling.](https://www.llama.com/docs/model-cards-and-prompt-formats/llama3_3/)
with [ollama](https://ollama.com/library/llama3.3).
