Dockerfile: bump builder image to golang:1.25 (#1108)

go.mod went to 1.25.0 in v10.4.0, so the Deploy Docker action has
been failing on every release since with "required 1.25.0, have
1.24.13". Latest image on Docker Hub is still v10.3.1.

Fixes #1103
