refactor(clean): drop scan_external_volumes; never wired into main flow

The 49-line external-volume cleanup (Trash + .DS_Store on /Volumes/*) was
fully implemented and tested but no caller in lib/clean/user.sh or
elsewhere ever dispatched to it. Removing the function and its bats test
to match actual behavior.
