refactor(clean): drop clean_orphaned_launch_agents no-op stub

The function was a 'return 0' policy stub paired with a bats test that
pinned the no-op behavior. Replacing both with an inline policy comment
near the orphaned-container section: mo clean still must not touch
~/Library/LaunchAgents, but the policy is documented in code rather than
encoded as a tested no-op.
