chore: add use-pake skill documentation

Document the Pake packaging workflow and CLI options as an agent skill,
so AI agents / contributors can drive `node dist/cli.js` correctly.

Refinements over the original PR #1203:
- Drop the author-specific `~/contrib/Pake` hardcoded path; reference the
  repository root instead.
- Note the `pnpm run cli:build` prerequisite (dist/cli.js is a build artifact).
- Align frontmatter with the existing skills (add version + allowed-tools).
