feat(evm devShell): replaced lodestar with prysm

Uses [Ethereum.nix](https://nix-community.github.io/ethereum.nix/) to
expose Prysm (via `beacon-chain`, `client-stats`, `prysmctl`, and
`validator`) to the evm devShell.

- [x] Implement Teku/Prysm in the devnet
