docs: added protocol/deployments (#3728)

Automatically generate documentation for actively deployed contracts and
channels using both `deployments.json` and hubble data.

- Updated deployments page with svelte component
- Moved `deployments.json` -> `deployments/deployments.json` for easier
consumption
