introduce devnet verifier/circuit (#398)

fixes #397 

- users will now be able to download the devnet circuit with `nix run
.#download-circuit devnet .`
- users can use the circuit when running the devnet prover with `nix run
.#galoisd-devnet --serve ...`
- evm deployment script now deploys the correct verifier contract
depending on the target network
