feat(zkgm): allow v1 tokens to be staked (#4707)

- allow both v1/v2 tokens to be staked
- simplified prediction with forced v1 check to avoid missing the branch
in critical paths
- introduce overwriteGovernanceToken privileged entrtypoint to recover a
badly configured governance token
