feat(uniond): create upgrade for v1.1.0 (#4638)

- creates upgrade for v1.1.0
  - enabled upgrades in union binary
- fix e2e upgrade tests
- clean up unionvisor bundles
- removes unused files from `uniond/`
- fixes open api protobuf generation
  - adds api spec for both feemarket and poa
