feat: make openapi doc available through url (#1658)

this is needed for https://github.com/unionlabs/infra/pull/4
instead of copying the file manually over to the infra repo, we'll be
using a link to it from the site url

Renamed it to json because unfortunately we can't import yml files in
typescript
