Voyager persistent queue (#782)

- integrate `pg-queue` into voyager
- in-memory queue is still available, currently only configurable in
code. external configuration will come in a follow up PR.
- move `lib/pgqueue` to `lib/pg-queue`
- remove `voyager-sidecar` as it's no longer necessary
