feat(zkgm): properly handle forwarding path in all cases, introduce send

- properly handled refunds
- properly increase/decrease channels outstanding balances
- verify zkgm instruction before sending throught the `send` endpoint
- do not dispatch mint/unescrow for zero amounts
- more tests
