Cleanup devShells and build them in CI (closes #591) (#608)

- name our new default shell `union-devShell` so that we can spot it in
CI
- removes the `evm` evm shell by adding the packages to the default
shell
- name the default shell `"union-devShell"`
- remove the pre-commit hooks
