chore(ethereum-lc): bunch of improvements

* Remove ibc-rs dependency and only use it as a
dev-dependency

* Introduce `AccountUpdate` type for better
naming of the fields

* Use `env.block.timestamp` instead of header's
timestamp when verifying updates.
