chore: better logs (#2096)

- increase eth tx submission gas price from 1.1x estimation to 1.5x to
speed up inclusion
  - todo: make this configurable
- add `race` queue op
- add `dev` option to `buildWorkspaceMember` and add `voyager-dev` flake
output
- make `--stack-size` configurable in voyager nixos module
- general logging improvements
