fix(arbitrum,voyager): verify _latestNodeCreated instead of _latestNodeConfirmed

this was the intended behaviour, however we were accidentally reading
(and therefore verifying) the _latestNodeConfirmed value instead of the
_latestNodeCreated. solidity storage layout is indeed not the most
intuitive
