fix(evm): build solidity for aarch64 (#2785)

We broke aarch64 for devnet as we wanted to be able to deterministically
build the evm contracts (sadly the solidity version we were building was
yielding slightly different bytecodes). We reintroduce the old worlflow
(aarch64 will build solidity).
