Add check.yml

Moved actual builds to build.yml, and git lfs checks to check.yml. To
properly support LFS, we'll need to resolve
https://github.com/nixbuild/nixbuild-action/issues/39. We can do that
easily by forking/copying yamls, but let's see if we can PR their repo
before maintaining more yaml.
