chore: prepare v0.20.0 for a testnet reboot rather than upgrade (#1645)

- Updated Flake and Unionvisor to follow testnet 7
- Pointed upgrades at v0.21.0, our first upgrade after the reboot
  - Will continue to evaluate the content on main after the reboot
- Upgrade nightly test will still not work until the commit hash for
v0.20.0 in the flake is updated
