Better API for ICS-08 (closes #1192) (#1196)

Implements #1192 

- The API is now encoding agnostic.
- Some implementation details and types are abstracted.
- Provided a macro to the clients to export and implement necessary
contract entry-points.
- Misbehaviour types started to be handled.
