feat(zkgm): introduce cross-chain staking (#4537)

- introduce `stake`, `unstake`, `withdrawStake` instructions on EVM
- introduce staking dispatch in Evm, every stake position is represented
by a NFT
- introduce staking handler in Cosmos
- add ability to setup the governance token for a given channel
(enabling cross-chain staking evm->any cosmos)
- split zkgm send/stake implementation from base contract to avoid
exceeding max EVM bytecode size
