refactor(ts-sdk): enhance ucs03 instruction with `effect` primitives

- Migrate `effect/Schema` code from `app2` for re-use.
- Add initial property-based testing.
- Add `Uint64` schema and seed testing configuration.
- Exemplify happy-path paradigms with monadic types.
