feat: Wave 5 - CLI library, advisor API fix, research

- Adopt commander.js for CLI argument parsing
- Add CLI tests for --help, install, uninstall commands
- Fix nia_advisor request shape to match API contract
- Update AdvisorResult type to match live API response
- Add CodebaseContext, SearchScope, AdvisorOutputFormat types
