chore: patch oceanic to prevent discord websocket disconnect crash

Specifically, Oceanic removes error handlers before closing a WebSocket
connection, however that leads to

> WebSocket was closed before the connection was established

Which is thrown as an unhandled error due to having no error handlers.

So we patch one in.
