[ci skip] Move moonrise fixes into feature patch

DedicatedServer#saveAllChunks needs to include the close param
introduced by moonrise to the MinecraftServer type to ensure
notification managers are called.

Having this diff in the per-file patches prevents non-moonrise execution
of paper.
